Lego & Thomas the Tank Engine

Have not seen Thomas but most of the big department stores have legit legos -- two in specific are the Pacific Century Place and the toy department in the top floor of the Shin Kong place

There is also a Lego shop near the Le Cool ice skating rink in the China World mall

none are cheap but unless you want to buy fakes you'll find that to be the case with imported toys like this
